DIVISION XI - CHELSEA FAIR PARADE

PLEASE NOTE: Parade line up signs are placed in order to aid participants to their parade positions.
RULES
1. Please read general rules and regulations beginning on page 12.
2. The parade is to begin at 1:00 p.m. sharp.
3. ALL CANDY THROWN DURING THE PARADE MUST NOT HAVE STICKS. ALSO ALL
CANDY THROWN MUST BE THROWN TO THE CURB AND NOT DROPPED ALONG SIDE
OF VEHICLE/FLOAT FOR SAFETY REASONS.
4. Each Queen candidate must have a float on which to ride and float must have a permit, in order
to participate in the parade.
5. Float permits may be obtained by calling Chelsea Fire Dept. at 475-8755, and leaving your
Name, Your Address, The Name of the Organization, and a Phone Number at which you can
be contacted. The permit will be mailed to you. (See Float Participants Requirements on next
page)
6. School bands are to form in the alley of the Municipal Parking lot off of East Street.
7. All horses and horse drawn vehicles are to line up on Park Street between Main and East Streets,
facing east between 12:15 and 12:30 p.m. All riders are to keep the horses in the roadway, not on
lawns and sidewalks. Failure to comply is cause to be removed from the parade.
8. NO STALLIONS OVER 1 YEAR OF AGE ALLOWED.
9. ALL HORSES MUST SHOW PROOF OF A NEGATIVE EIA TEST (better known as Coggins test)
10. All farm machinery is to line up on the east side of East Street from Park Street south, facing north.
11. All antique vehicles are to line up on the south side of Harrison Street, from East to Madison
Streets, facing west.
12. All trucks and miscellaneous vehicles are to line up on East Street, from Park Street south, on
westside.
13. Fire Trucks and Emergency Vehicles are to line up on the south side of Park, facing west, starting at
East Street.
14. A motorcycle or minibike or ATV must be ridden in a safe manner. Riders 16 and younger need to
be accompanying by adults, no “wheelies” or horse play.
15. NO BICYCLES will be allowed during the Chelsea Community Fair Parade.
16. Any unit in the parade not covered elsewhere in the above rules should contact one of the
firemen for a starting place.
17. Any delays caused in parade by a parade entry, that entry will not be permitted back the
following year.
18. Units are to be in their positions by 12:00 noon, except floats which are to be completed and in
line, with Judges Cards filled out by 11:00 a.m. for judging. FLOATS ARRIVING AFTER 11:00
a.m. AND COMPLETED WILL NOT BE JUDGED. They must be completed and in line
At 11:00 a.m. to be judged.
19. Floats are to line up on the north side of Park Street between East and Madison Streets, facing
west, tow vehicles must stay with floats at all times. All vehicles pulling floats are to be limited to
two persons in the cars, this will help avoid accidents and help the appearance of the floats. All
hitches are to have a nut holding the pin. The float prize winners will be posted immediately after
the parade.
20. Float prizes will be given in two classes.

FLOAT PARTICIPANTS REQUIREMENTS
1. All floats must be assembled on either a farm wagon or flat bed trailer able to be towed by a car,
truck, or trailer.
2. All floats must be in position, and completely assembled and decorated by 11:00 a.m., unless you wish your float not be judged for placement or prize (No Exception)
3. A judging card must be completely filled out and presented at time of judging or points will be deducted.
4. Float Judges are to judge each float, not the Queen candidates or her court, unless they are part of the theme or design of the float.
5. If candy is thrown from the float, the candy must make it to the curb. Candy with sticks is NOT allowed. If this rule is not met, you will be asked to stop throwing the candy.
6. If children or other participants are part of the float theme, they must be with the float at the time of judging
7. The vehicle used to tow the float must be in place when the float lines up.
8. Driver of the tow vehicle must stay with the vehicle/float.
9. All floats must have a draw pin with safety pin in place or a ball hitch with a safety pin.
10. Floats or vehicle using a generator, that operates on flammable fuel, must have accessibility to a 5 lb. ABC type Fire Extinguisher in case of an emergency. This extinguisher must be readily accessible to a person on the float or in the vehicle.
11. The exhaust pipe on the generator, must be routed to remove the fumes away from the participants.
12. Driver of a self-propelled float must have a clear view of parade route.
13. A safety inspection will be conducted. The crew will inspect each float to confirm that all guidelines have been met. If any violations are found, the safety crew retains the right to have the float withdrawn from the parade. The decision of the safety crew is final
